A
new slate of officers and trustees was installed at a recent meeting of LWCA.Also discussed and approved was the formation of a "co-presidency." Though the president and vice-president will retain their respective titles, they will equally share the duties assigned to each as outlined in the LWCA bylaws.
Members nominated and elected Claudette Austin-Talley as president. Filling the vice-president post will be Pam Kelly. The new secretary will be Denise Proveaux, and past-president John Nyman was elected as treasurer.
"One of our major goals is to create an environment that will entice people to want to be involved," said Austin-Talley and Kelly in a statement released shortly after their election. "We hope to coordinate a structured environment under which everyone can participate." Their full statement can be found on page 2 of this newsletter.
Holdover trustees are Rose Amoruso, Loretta De Boer and Dave Della Volpe. Also elected were Mary Ann Cocuzza, Cindy Hardy, Chris Matteo and Judy Sterner.
At the initial meeting of the new executives and trustees, held Oct. 1, topics of discussion included the direction of LWCA and the community. Committees were formed as outlined in the official LWCA bylaws and duties of the board were outlined.
The executives and trustees also feel payment of past-due lake rights fees is of utmost importance. This is also addressed in the statement provided by the co-presidents.

The Lake Winona Civic Association is a decades old association, put together by a group of property owners whose mission was to create a unified community atmosphere in which neighbors could come together to socialize, solve problems and discuss issues that
concerned them.
Years ago, in the early 1950's, Arthur D. Crane and company owned what we now know as the Lake Winona Reservation. Back then, it was acceptable for parcels of
land to be sold by a man who's office was the trunk of his car.
The small group of original property owners, many of whom are still residing here, had a lot of foresight
and a lot of dreams. Most of the homes here were summer homes at that time, and many of those
original summer residents eventually became year round. Those people worked hard, had jobs, children and family obligations. Yet they still realized the importance of being
involved in the community in order to make it an even better place than what they had first come to. One of those original homeowners said that the original
officers of what was then the Lake Winona Club, each donated $2.00 for the year, in order to cover
postage and some other club expenses, just to get things started.
Back then, the beach property was the focal point of Lake Winona, just as it is now. Many of us have seen Lake Winona go through many phases and many changes. But one thing that has remained the same is that the beach property is still a major focal point of this community, having a direct impact and effect on all of us.
When the lake was purchased in the 1970's from Arthur D. Crane, it became the property owner's responsibility. Prior to that purchase, Crane took care of maintenance,
insurance and even lifeguards. All for just $15 per year from each property owner. We are now faced with another pivotal time.
The deeded lake rights fee was increased to $45 per year in the mid 1980's. As most of us are aware, the lake rights fees are kept separate
from the voluntary dues for the Civic Association.Unfortunately, there is no entity or group of people to take the responsibility to manage the lake rights fees or the
responsibilities that go with it, like maintaining the lake or coordinating weed control.
All of this is done by the volunteers who choose to pay money in addition to the lake rights fee, to join the Lake Winona Civic Association. Since everyone owning property within the reservation benefits from having the lake here, we feel it is only fair for all involved to take part in maintaining the lake.Without the LWCA, the health and beauty of Lake
Winona would continually decline, which would have a direct impact on the value of every property within the Lake Winona Reservation, members and non-members alike.
When you sell your property, prospective owners look at the entire community when determining whether to make the investment in owning property here. Therefore, it is in everyone's best interest to care for this property. As property owners in this community, it
should be all of ourresponsibilities to maintain Lake Winona.
Perhaps creating one entity, instead of two, with dues or a fee legally assessed to every property owner is something to consider, similar to some neighboring lake communities. The fee for each property owner would have to reflect an amount that would enable us to maintain the premises with a workable budget.

It is simply not possible to continue to depend on volunteers to do things like mow the lawn or routine maintenance, which is what we do now, and have been doing for a very long
time. Access to the beach and facilities would then be automatic to each property owner.Along with the changing of seasons has come a change in the executive board of
the Lake Winona Civic Association. It is the intent of the new executive board to set upworking committees with chair people who are willing to define and achieve goals. These committees are outlined in the LWCA bylaws. Each of us are very excited about these endeavors.
This executive board and board of trustees is made up of LWCA members, some of whom are new to the board, and some who have held positions in the past. Some are new members to our community, who bring some new and fresh energy and ideas. All have dedicated themselves to improving the quality of life here in Lake Winona. One of our major goals is to create an environment that will entice people to want to be involved. Most of the committee chair-persons have provided an article outlining their committee. We hope to coordinate a structured environment under which every one can participate. No one should feel overwhelmed by volunteering.
The executive board is dedicated to improving the quality of life here in Lake Winona. We hope to make improvements on the property and to the clubhouse, and hold events at the clubhouse that hold meaning for everyone in the community. Currently, we have Cub
Scout and Girl Scout meetings held here, as well as a Weight Trimmers group and PTA meetings. Other events will be scheduled as we determine the level of interest for them, such as pancake breakfasts, children's parties, etc.
There is something for everyone here! Read more about some of the event ideas in this and upcoming issues of the LWCA Newsletter.
One very important and major committee is being formed to deal with the task of collecting the back owed lake rights fees. There is over $30,000 in outstanding lake
right fees due. Unfortunately, some property owners refuse to acknowledge this legal, deeded responsibility, yet still enjoy the benefit of an increase in their
property value, at the expense of hard working volunteers, as well as other property owners who recognize this obligation. As property owners in this community, it is all our responsibility to maintain Lake Winona.
Each of us has a right to voice an opinion. Please, come to the general meeting on November 3 at 7:30 p.m., at the clubhouse. Find out more about what is going on here.
Come to a community event. Suggestions, ideas and constructive criticism are always welcomed and encouraged.
What kind of facility do you want to see? Do we
need a diving board? What about a floating dock, a fountain aeration system, a natural looking, landscaped picnic grove, an improved play ground area ? Do we need a clubhouse or perhaps we should tear the building down and put up a roofed, open pavilion?
Anything is possible with volunteers and money. We need YOU. We need your energy and desire and really just a little of your time.

After a long absence, two previous LWCA committees will be reinstated and combined.
Loretta DeBoer and Rose Amoruso will co-chair the Civic Interest & Welcome Wagon Committee. Members of this committee will assist in acting as a liaison between the Lake Winona Civic Association and the Township of Jefferson in matters concerning the welfare of the Lake Winona community.
The Neighborhood Crime Watch will be a big part of this committee. In addition, a Welcome Wagon service will be re-initiated to welcome new residents to the community and encourage community interest.
Please contact Loretta or Rose if you are interested in being involved in this committee, or come to the General Meeting on November 3 and sign up!
Flea market deemed huge success
N
ot just a lot of fun, but a profitable venture for LWCA, is the word on the flea market held on Oct. 23 at the Lake Winona grounds. The profits didn’t come easy, though. Thanks to the volunteers and donators, the event gained momentum from the first time it was suggested months before.
Mike Ollo, organizer of the event, worked throughout the event as coordinator, sales representative, marketing consultant and contact person. He also labored to price the donated items, set up displays and contacted other non-profit organizations to offer them the leftover items.
"We need more people like Mike around here," said one pleased shopper who was leaving with a carload of items. "After seeing how much fun this can be, I may do some things for (LWCA) too."
The LWCA thanks all the volunteers and donators, many of whom spent their personal time calling for donations, transporting items and cleaning, restoring and pricing the saleables. Volunteers also labored to clean the clubhouse and surrounding areas. No stone was left unturned.
Special thanks to Mike Ollo, who showed the community that with involvement, Lake Winona can again become the community it once was.

Secure area established for boaters

The Lake Winona Civic Association is proud to offer their members a new boat docking area. Located at the southeastern section of the beach, the security area provides chains fastened to permanent stanchions.
The builders, residents of Lake Winona who wished to remain anonymous said, "This is for the safety of everyone. Please have your boats locked each time they are not in use. This will prevent anyone taking your boat out without your permission and possibly damaging it."
Experienced boaters themselves, they added, "Please remember that with safety in mind, the LWCA respectfully requests that boat safety be followed. Anyone on a boat, no matter how old, should be wearing a life jacket or vest. This is due to the fact that if someone falls overboard with a cushion, they might bump their head and lose their grip on the handles to the cushion. So please invest in the proper equipment for fun and pleasure."
It was noted that LWCA is looking into the possibility of boat safety classes to be held at the clubhouse. Interested parties are requested to call an officer or trustee to register.
Movie Night off to a great start

The September Movie Night afforded the younger members of the community a fun night out with plenty of snacks and no harsh words from parents about junk food.
Hosted by Cindy Hardy, the evening featured two movies geared to the younger generation. The matinee double feature included "The Little Engine That Could," certainly reminiscent of older folks’ childhood. Following was a more contemporary flick called "Ronald Mc Donald’s Visitors From Outer Space."

Wolf Preserve trip proves exciting and educational
Local residents preview planned Y2k event
____________________________________________By Patty Larson
____________________________________________
Just to keep everyone updated on a future event for the LWCA, we went to the Wolf Preserve on Oct. 17.
This was a good time of the year to go. The winter is also a good time to go. Their coats are full and beautiful. We decided to walk up to the Wolf Preserve from the parking area. There is a bus to take people who don't want to walk. The foliage is just spectacular so it was worth the walk. We walked the 6/10 of a mile uphill. If you plan to go, wear good walking shoes or boots.
The first pen we went to had arctic fox, red fox, and bobcats. They are just so neat to watch. The pen right next to the foxes is a wolf pen. I didn't realize that we were that close. My husband, Dwight, told me to look through a set of trees and sure enough, there was a wolf! Soon the male came down to "check us out" and then they all did. What a sight! There were three 5 month-old pups in this pen. They weigh as much as my dog! The adults are just
unbelievable. They will run with you along the fence. The people who control the preserve do have strict rules as, "no feeding the wolves." It is truly important to follow the rules.
We then walked to the other side of the entrance and watched a black male, who was just gorgeous.
When the tour starts, you will walk through a path that goes between the four pens. They divided the wolves into subspecies, so by the time you get to the top, you are surrounded by four different types of wolves. Just great!
Photo opportunities are unbelievable. We spent about two hours up there. Of course at this time of year, at 4 p.m. it’s still light, but by 6 p.m., it is fairly dark.
It was certainly worth the trip. The bus will take you down in one hour, so I am glad we walked up. We took our time and enjoyed this wonderful site. They are just great.
I will try to get up for a winter trip. I’ll put the photos together and have a get together at the clubhouse so everyone can see what gorgeous animals they truly are.
There is a lot to be said about wolves. I think there is a lot to be learned, too.

Initiated by Diane Della Volpe and Maura Ollo, this program will allow residents to rid themselves of unwanted goods while providing an income to LWCA. The Lake Winona Civic Association will receive a percentage of the sale from items donated through LWCA’s account.
Please reference account number 953 when contacting Alyson’s. This will guarantee your donated items will return a revenue
to LWCA.For those of you who didn’t have the opportunity to bring items to the recent LWCA flea market, this is your chance to help with very little input. Simply look through your basement, garage, storage shed or attic. Chances are you’ll say, " I don’t need this anymore." Then load it in your vehicle, bring it two miles down the road and you have helped your family in a number of ways. You got rid of stuff you don’t want but others do, and, you have helped your community grow.
If the items are too large for you to transport, contact LWCA for arrangements to pick up and deliver your donations.
Please be sure to reference account number 953 so LWCA will receive proper credit for the donation and sale.

Kids take precedence over adults
Entertainment committee plans events for young adults
Children’s activities are priority

The young people of Lake Winona will soon be enjoying a multitude of fun events geared to their age group.
In a recent statement, Cindy Hardy said, "As the entertainment coordinator, I would especially like to see more children’s activities." Along with the Halloween party, which featured refreshments, crafts, games and face-painting, Cindy is also planning holiday events for the younger set. Thanksgiving holiday events are already in the planning stage. Other events on the drawing table will address Christmas, Easter and Mother’s and Father’s Day.
"As for adult and family entertainment, I would like to see some of the old favorites continue as well." Italian Night, Pig Roast and summer picnics were but a few suggested by Cindy. "We will be having a Christmas cookie exchange again this year," she added.
Cindy wishes to remind everyone this committee is open to everyone. "Volunteers are needed for flyer printing and distribution, organizing volunteers...set-up and clean-up, advertising when needed, painting and hanging signs. If you have a vested interest, please do what you can."
Cindy welcomes your involvement, comments and suggestions. She may be contacted at (973) 663-9278 or by E-mail at jscmom@rocketmail.com.
